Every Army technical manual travels one of two roads: the Army's own standard, or the international specification under Army business rules. Which road a program takes is a contract fact — but what each road demands is worth knowing before the contract arrives.

The Short Answer

Two Standards, One Owner

MIL-STD-40051 is the Army's own technical manual standard: content organized as work packages, validated against government-furnished DTDs, and published page-based or as an IETM per its -2 and -1 parts. S1000D is the international specification — data modules in a Common Source Database — which becomes an Army standard only through MIL-STD-3031, the business rules that settle the specification's open choices for Army programs.

Neither is a preference you get to express: the contract cites one, and everything follows from the citation. The deepest similarity is the one that misleads: the work package and the data module are both task-oriented, self-contained units, and teams assume the fluency transfers. It transfers conceptually — the instinct to author in stand-alone units survives the move — and fails mechanically, because the content models, identifiers, validation machinery, and delivery obligations differ at every step. Which standard does the Army actually use?

Both, and the contract decides which one you owe. MIL-STD-40051 is the incumbent — most existing Army technical manuals were built to it and continue to be revised under it — while S1000D, applied through the MIL-STD-3031 business rules, appears on newer acquisitions. A sustainment contractor can face both on adjacent programs, which is exactly why treating them as interchangeable is the expensive mistake.

Is MIL-STD-40051 being replaced by S1000D?

Not by any wholesale announcement — both tracks are actively maintained, with the 40051 parts revised as recently as Revision D and the 3031 business rules current alongside them. The observable direction is that S1000D appears on newer and coalition-oriented programs while 40051 carries the established base. Plan against what your contract cites, not against a predicted convergence.

Can MIL-STD-40051 content be converted to S1000D?

Structurally, yes — the work package and the data module are cousins, both task-oriented and self-contained, and teams fluent in one find the other conceptually familiar. The real costs are the mapping decisions: assigning Data Module Codes, translating effectivity into S1000D's applicability model, restructuring graphics and links, and validating against the business rules. As with every conversion, sample the library before pricing it — the exceptions set the budget.

Where does MIL-STD-38784 fit in this comparison?

On a different axis. MIL-STD-38784 governs general style and format for DoD technical manuals — presentation, not content architecture — so it can appear alongside either road rather than competing with them.
