MIL-STD-40051-1 was canceled on 25 March 2025 and superseded by MIL-STD-40051E. It still applies where a contract or data item description written before then cites it, because a contract owes the revision it cites. New IETM work should expect Revision E, which covers interactive and page-based manuals in one standard.
Where MIL-STD-40051-1 Programs Go Wrong
- Building the IETM as a separate product from the page-based manual instead of a second output of one source; the change burden doubles permanently.
- Specifying interactivity the sustainment environment cannot host. Functionality requirements are bounded by where the IETM will actually run, and that constraint is cheaper discovered before authoring than after.
- Treating the IETM viewer as the deliverable. The data is the deliverable; a viewer-locked library is a conversion project waiting to happen.
