MIL-STD-40051-2 — U.S. Army Standard for Page-Based Technical Manuals
Overview
What is MIL-STD-40051-2?
MIL-STD-40051-2 is the second part of the U.S. Army's technical manual standard, governing the preparation of digital technical information for page-based technical manuals. It defines content structure, style, and format for manuals presented as pages — printed TMs and their electronic page-oriented equivalents — organized as work packages from front matter through supporting information. Citations of the form "MIL-STD-40051/2C" refer to this part at Revision C; the current revision is 40051-2D, amended by Change 1.
Key Features
- Page-based technical manual content, style, and format requirements
- Work package organization from front matter to supporting information
- Print and electronic page-oriented (ETM) delivery
- Content selection for equipment and maintenance levels
- Single XML source publishing alongside IETM output

Who MIL-STD-40051-2 Applies To
MIL-STD-40051-2 applies when a U.S. Army contract or data item description cites Part 2 — deliverables presented as pages, whether printed or as electronic page-oriented manuals. It is the part most legacy Army TM libraries were built against, so it is also the part most conversions start from.
Where MIL-STD-40051-2 Programs Go Wrong
- Reading a "/2C" citation as a different standard and quoting against the wrong revision. It is Part 2 at Revision C, and the delta to the current revision is real but bounded.
- Treating page-based as paper-shaped. The standard governs page-oriented electronic manuals too, and layout decisions made for print bind the electronic output.
- Converting legacy page-based TMs without sampling for the exception structures — the manual authored around them is where conversion budgets go to die.
How It Relates to Other Standards
- MIL-STD-40051
- The parent standard, where the work package model and the relationship between the parts is set out.
- MIL-STD-40051-1
- The IETM sibling. One source should feed both outputs; the parts differ in presentation requirements, not in content architecture.
- MIL-STD-3001
- The naval aviation counterpart to the same page-based problem — frequently confused with this part, and not interchangeable with it.
MIL-STD-40051-2 Questions
What is MIL-STD-40051-2?
Part 2 of the U.S. Army's technical manual standard, governing page-based technical manuals — content structure, style, and format for manuals presented as pages, organized as work packages, whether delivered in print or as electronic page-oriented manuals.
What does MIL-STD-40051/2C mean?
It is a citation of Part 2 at Revision C, issued in 2015 — a superseded revision of this part, not a separate standard. Contracts cite specific revisions, so a /2C citation means you owe Revision C even though a later revision exists.
What is the current revision of MIL-STD-40051-2?
Revision D with Change 1, at the time of writing. Confirm against ASSIST Quick Search, and against your contract — the cited revision governs, not the newest one.
