What is MIL-STD-3001?
The Naval Air Systems Command standard for preparing technical manuals as work packages: self-contained units of maintenance or operational information. Who MIL-STD-3001 Applies To
MIL-STD-3001 governs technical manuals for United States naval aviation, issued through the Naval Air Systems Command. Like its Army counterpart it is applied selectively: the standard defines a broad set of work package types and content selection matrixes, and a given program uses the subset its equipment and maintenance levels require.
Where MIL-STD-3001 Programs Go Wrong
- Reading the work package model as a formatting convention. It is a content architecture, and treating it as page layout produces manuals that validate but do not work for a maintainer.
- Skipping the content selection step. Deciding which work package types a manual needs is the decision that governs its size; made late, it invalidates the estimate.
- Handling effectivity by exception. Configuration differences that are not modeled up front become manual edits at every revision.
- Assuming Army experience transfers directly. It transfers conceptually and not mechanically, and the gap is usually discovered in the first validation cycle.
