Who MIL-STD-40051 Applies To
MIL-STD-40051 governs the preparation of technical manuals for the United States Army. You owe it when it is cited in a contract or a data item description, and what you owe is usually narrower than the whole standard — tailoring is normal and expected, so the first question on any program is which parts actually apply to your equipment and maintenance concept.

MIL-STD-40051 is published in two parts, and citations mix parts, revisions, and change notices in ways that read as different standards. They are not — the scheme is:

- Part 1: Interactive Electronic Technical Manuals (IETMs). Current at Revision D with Change 1.
- MIL-STD-40051-2
- Part 2: page-based technical manuals. Also current at Revision D with Change 1.
- MIL-STD-40051/2C
- A citation of Part 2 at Revision C (2015) — a superseded revision of Part 2, not a separate standard.
- MIL-HDBK-1222
- The companion handbook: guidance for applying the standard, not itself a compliance requirement.
Where MIL-STD-40051 Programs Go Wrong
- Assuming the standard applies in full. Selective application is part of how it is meant to be used, and un-tailored scope inflates the deliverable for no benefit.
- Treating page-based output and an interactive manual as two products. Both should come from one source; maintaining them separately doubles the change burden permanently.
- Leaving validation to the end. Content that fails against the DTD at delivery was authored weeks earlier, and the writer who made the error has moved on.
- Scoping the conversion but not the exceptions. Legacy manuals contain structures nobody sampled, and they surface late in every migration we have seen.
How It Relates to Other Standards
- MIL-STD-3001
- The naval aviation counterpart. Both use a work package model and the two are frequently confused; the content models, DTD suites and governing authority are different.
- S1000D
- Increasingly specified on newer and coalition programs. Teams fluent in work packages generally find the conceptual jump smaller than expected.

What is MIL-STD-40051?
The US Army standard for preparing technical manuals in digital form. Content is organized into work packages — self-contained units of maintenance or operating information — which are authored against a defined structure and published as page-based manuals, interactive electronic technical manuals, or both from the same source.
What is the difference between MIL-STD-40051-1 and -2?
They address different delivery forms. One governs the preparation of interactive electronic technical manuals, the other page-based technical manuals. Programs owing both work from a single source and publish to each. Confirm which part your contract cites before scoping, because it changes the authoring model rather than just the output format.
How does MIL-STD-40051 relate to MIL-STD-3001?
They are parallel standards for different services — 40051 for the Army, 3001 for naval aviation — and they share the work package concept. They are not interchangeable: the content models and DTD suites differ, and content authored to one does not satisfy the other without conversion.
How does MIL-STD-40051 relate to IADS?
40051 is the specification; IADS is the Army-funded software that authors and displays the content. Contracts frequently name both, and the pairing is not redundant: content must be structured and validated to 40051, and it must then render and behave correctly in the viewer a soldier actually uses. Acceptance often turns on the second half, which schema validation alone will not tell you about — so build and test in the target viewer from the first work package rather than at delivery review.
