What is ATA Spec 1000BR?

The Air Transport Association's business rules layer for applying S1000D in civil aviation. It constrains and configures the S1000D specification (data module coding, applicability, information sets, exchange) so that airframers, suppliers, and airlines produce interoperable technical data.

Who ATA Spec 1000BR Applies To

ATA Spec 1000BR applies when S1000D is used in civil air transport. It is not an alternative to S1000D but a constraint layer over it: the specification permits many choices, and 1000BR settles the ones that have to be common for an airframer, its suppliers and its operators to exchange usable data.

Where ATA Spec 1000BR Programs Go Wrong

  • Adopting S1000D without a business rules layer and expecting supplier data to interoperate. It will not, and reconciling it afterwards is the expensive path.
  • Writing program business rules from scratch when a civil aviation layer already exists. This is usually a decision made without knowing 1000BR is an option.
  • Agreeing rules but not enforcing them, so conformance is discovered at integration rather than at authoring.
  • Assuming supplier compliance claims are equivalent. Two suppliers can both be compliant and still deliver data you cannot combine.

The civil aviation business rules layer for S1000D. Where S1000D offers choices — data module coding, applicability handling, information sets, exchange conventions — 1000BR fixes the ones that must be shared for technical data to move between an airframer, its supply chain and its operators.

Do we need 1000BR if we already use S1000D?

If you are in commercial air transport and exchanging data with other organizations, almost certainly. S1000D on its own is permissive by design; without an agreed business rules layer, each party makes reasonable choices that do not combine. Defense programs typically define their own layer instead.
