The Air Force Technical Order System, Explained

Every service publishes differently, and the Air Force publishes in TOs — a system with its own numbering, its own governing documents, and a name that means what it says: compliance is not optional.

The System

A technical orderis the Air Force's controlled publication: the authoritative word on operating, maintaining, inspecting, or modifying its equipment — and “order” is literal, because compliance is mandatory. Characteristically, the system is self-governing: the 00-5 series of TOs defines the TO system itself, with TO 00-5-1 describing the system and TO 00-5-18 carrying the numbering rules. Those rules organize the library by equipment category and family, each with its own dash- separated numbering pattern — which makes a TO number an address, parseable the way an S1000D data module code is, by people who've learned to read it.

The electronic side runs through ETIMS — the Enhanced Technical Information Management System — with eTOs indexed under their own suffix convention, a central content repository, and a viewer built for both connected and disconnected use.
