A manufacturer's notice of a modification or inspection, which the operator records as incorporated or not, making it configuration data.

Definition

What Service Bulletin Means

A service bulletin tells operators about a change the manufacturer recommends or requires. Whether it has been incorporated on a given aircraft is a fact about that aircraft, not about the fleet.

Documentation has to reflect it both ways, showing post-incorporation content for modified aircraft and pre-incorporation content for the rest, which is exactly the effectivity problem structured content exists to solve.
