CMS stands for

Content Management System

A conventional CMS manages whole items: a page, a post, a file. That is exactly right for a website and wrong for a technical library, where the same procedure has to appear in six deliverables and stay identical in all of them.

The common failure is asking a marketing CMS and its media library to do a document management job. They were built for different problems, and the seams show at about the point the library reaches a few thousand controlled documents.
