Component Content Management System

A CCMS stores content at the component level: a topic, a warning, a procedure, a table. Each is managed on its own, with its own version history and its own record of every publication that uses it.

That last part is what distinguishes it from a document repository. When a component changes, the system knows what it affects. An S1000D CSDB is a CCMS specialized for that specification, where the components are data modules and the rules come from the BREX.
