What Business Rules Means
Specifications like S1000D define a framework and leave the choices to the project. Business rules are those choices written down: which standard numbering system to adopt, how difference codes are used, what an author may and may not do, how applicability is modeled, which information codes are in play.
They are an editorial act before they are a technical one, which is why they belong to the people who know the documents rather than to whoever configures the tool. Where the service has already made the decisions, as the U.S. Army has in MIL-STD-3031 and the Air Force in MIL-STD-3048, a program inherits much of its rules layer rather than writing it.
