The DITA Open Toolkit, Explained

DITA content is written once as topics and maps; something has to turn it into PDFs and web pages. That is usually the DITA Open Toolkit, the free engine underneath much of the DITA world.

What It Is

The Engine Between Source and Output

The DITA Open Toolkit, DITA-OT, is the open-source publishing engine for content authored in DITA. It is licensed under Apache 2.0 and developed in the open; at the time of writing the current release is 4.4.1 (August 2026). Give it a map and it resolves everything DITA defers to publish time: keys, content references, and conditional processing, then renders the result.

A typical build is one command:

dita --input=service-manual.ditamap --format=pdf

Outputs

What It Produces

The built-in output formats, per the toolkit's documentation:

  • PDF, through XSL-FO
  • HTML5
  • XHTML
  • Eclipse help
  • HTML Help (.chm)
  • Markdown
  • Normalized DITA

PDF goes through XSL-FO and a formatter; our explainer on how XML becomes a PDF covers that pipeline. Everything else is extended through plug-ins, which is how organizations brand their output without forking the toolkit.

Where It Fits

What It Does Not Do

DITA-OT publishes; it does not author, manage versions, run reviews, or track what is reused where. Those are the jobs of an XML editor and a component content management system, and many of those tools, Adobe FrameMaker among them, use the toolkit as their publishing engine underneath. Nor does it deliver: a PDF on a share drive is the start of the problem PDFs create, which is where a delivery layer like the Content Portal comes in.

On DITA 2.0, the toolkit offers a preview only, because the standard is not approved; see what DITA 2.0 changes. Facts on this page were checked on 29 September 2026; release numbers move quickly.

FAQ

Questions We Hear

What is DITA-OT?

The DITA Open Toolkit: the open-source publishing engine for content written in DITA, licensed under Apache 2.0. It reads a map and its topics, resolves keys, content references, and conditions, and produces outputs such as PDF, HTML5, and Markdown.

Is the DITA Open Toolkit free?

Yes. It is open source under the Apache 2.0 license, free to use commercially, and maintained in the open on GitHub. Commercial tools, Adobe FrameMaker among them, use it as their publishing engine.

Does DITA-OT support DITA 2.0?

Only as a preview. DITA 2.0 is not yet an approved standard, and the toolkit's own documentation says its 2.0 support covers draft grammars while other proposed 2.0 features are not yet supported. Production libraries should stay on DITA 1.3.

How do I make a DITA PDF look the way we want?

Through a plug-in that customizes the PDF transform, rather than by editing the toolkit itself. Styling lives in the plug-in, so the toolkit can be upgraded without losing it. Plan the plug-in as a maintained asset: it is where most DITA publishing effort ends up.

Building a DITA Pipeline?

We build DITA publishing pipelines, PDF plug-ins included, and deliver the output through the Content Portal, so your content reaches readers as more than a file.
