What Defined Term Means
In regulated documents a defined term is not decoration. It carries a specific meaning assigned in a definitions section, and every use of it inherits that meaning.
Managing them as content rather than convention is what keeps a library honest. When the definition changes, every reference should follow, and a system that links uses to the definition makes that automatic rather than aspirational.
