What Data Rights Means
Which category attaches to a deliverable decides whether the government can hand it to your competitor. Unlimited rights means exactly that; limited rights protects data developed exclusively at private expense; government purpose rights sits between them and historically converts to unlimited after five years.
The timing trap is that markings are a pre-award discipline. Missing the window to assert and mark proprietary data can forfeit the protection permanently, and no amount of careful delivery afterwards recovers it.
