ACT stands for
Applicability Cross-reference Table
Before content can say it applies only to certain aircraft, something has to define what attributes exist and what values they may take. The ACT is that declaration: the controlled vocabulary of the applicability system.
It sits alongside the CCT and PCT as the infrastructure modules that successful programs author first. Content written before the applicability vocabulary exists tends to invent its own, and reconciling those inventions later is a well-known way to spend a schedule.
